should there ever be entries in the immedSubscriptions table where the User_ID column is empty?

We're having issues with our alerts working sporadically and in the process of troubleshooting, I noticed we have 52 entries in the ImmedSubscriptions table where the UserID column is empty.

Is this normal?  should i leave them alone or track them down and try to clear them out?

User_ID should be avilable. Please create more alert and check wether you are getting the user ID for those alert.
IF yes, please identify from which list you create an alert user ID is not been added
