The Citrix servers reported they are too busy to provide access to the selected resource

I have setup a Xenapp 6 farm of 1 server. Everything is finally working fine but when I enable IP virtualization under Remote Desktop Host Configuration so that I can assign ther remote users a specific address (needed by my applicatio), when I login as a user to the web interface and try to launch the app, I get an error. When I go to the server and check the event viewer, there is an error that says "The Citrix servers reported they are too busy to provide access to the selected resource" a qfarm /load shows a load of 100.
I run into this when I first created the farm and I had it fixed but this was before enabling IP virtualization. If I turn it off it works ok.
Any ideas? I wonder if I am missing something when I enable IP virtualization.
FYI, when I enable it, I select the appropriate network card and then select per application, and add the app I am using. Is there any thing else I should be doing?

it probably would work if you use same ip with different ports for different hosts
