Prohibit users purging items in Dumpster before retention period expires

So, my retain deleted items is set for 30 days at the database level.  I would like to prohibit users from deleting anything (via Recover Deleted Items > Select All > Delete) within outlook.  I know to do this for a single user is:

Set-Mailbox -SingleItemRecoveryEnabled $true

I'm hoping someone can join the dots for me and give me the PS command to enable this for all mailboxes within the database(s)

Get-User -Filter "Department -eq 'Customer Service'" | Set-Mailbox -MaxSendSize 2097152


So you should be able to
Get-mailbox -database SERVER\StorageGroup\Database | Set-mailbox -SingleItemRecoveryEnabled $true
