I'm encountering the exception below every time I start a windows application project?

Value cannot be null.
Parameter name: activationContext

I searched for the cause of the exception.  By mistake, I did a circular reference but was not successful since VS2010 did not allow me to.  When I rebuild the project before running I won't encounter the exception but quite troublesome making any changes to rebuild each time I debug the application.

I already resolved the problem.  In my solution, I have an installer project and I think it causes the exception.  I don't encounter the exception any more since I removed it.
