Menu Bar has disappeared

Alo,

I have a DB an when i open de DB (see File) then de Menu Bar is gone. And this is on that PC for every DB the same. In the DB is no code and only an example form.
I have used
Application.CommandBars("Menu Bar").Enabled = True
docmd.showtoolbar "Menu Bar", acToolbarYes
but it doesn't work.
The Menu Bar is gone.

from the customize window, select any of the tool/menu and click on Properties

in the toolbar properties window, locate the Menu Bar from the dropdown selected toolbar and select
then click on Restore defaults
