cygwin view unix folder in Windows

when i use SSH to copy files to cygwin folder.  I then want Windows users loged in via the domain to be able to view the files.  I get access permission errors on the windows server.  How do I resolve this please ?

What exactly are teh NTFS permissions set on the files?
