Visual Basic .net - Anyone know how to take picture of a barcode with a webcam and then decode?

Anyone ever taken a barcode picture with a tablet computers camera and then convert image to a valid barcode number, using code of 39 barcodes?  If so what is the best way to do this?

Bytescout BarCode Reader is a freeware utility to read barcode from image file (JPG, PNG, TIFF, GIF) or from webcam

if you are using windows os here is the downloading link

http://bytescout.com/files/BarCodeReader.exe

if you are using other os just search google :)
