Outlook 2003 Unable to Access Signatures unless in Safe Mode

I have Office 2003 on Server 2003 Terminal Server and all users apart from 1 can set up signatures. this other user has them greyed out except if I go in safe mode. If i am in normal mode with all addons disabled it still doesnt work. There are no gpo's applied with any signature settings and other users in the same OU work fine.

You probably still have some third party add-ons:

For 2003 try: Run Detect & Repair from the Office 2003 CD. It should fix it.

Tried the above suggestions but the fix in the end was to delete the following key

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Common\MailSettings\NewSignature

The data in this key showed :- DATA TYPE NOT IMPLEMENTED
