Blank documents when I Export/Import a document library in Sharepoint 2007

I have copied a document library from one site to another site, (both sites are Sharepoint Server 2007), using Sharepoint Designer.  The document library copies over just fine and when I browse to the new site all of the documents appear, however when I try to open one of the files it just shows a blank page.  All of the files are .aspx files and open just fine on the primary site.  What am I doing wrong?

Try to avoid SharePoint Designer.

Use Site and Content Structure and move the documents.
