Javascript not seeing script file

All:
In a web page I am referencing a file called "scripts/ttb.js" which I have placed in the scripts folder in the home directory. For some reason the web is not "seeing" the ttb.js file as it will not run when the page loads. Also I am using MS Visual Web Developer and it underlines the "scripts/ttb.js" with an error that states the file can't be found. Can anyone help?

all you need to be carefull is from where you are accessing it. try
/scripts/ttb.js
