how does google search- display/convert pics to thumbnails

if you do a search in Google then click on "images" under "everything" it will display thumbnails of pics that were found. if you right click and download one of those thumbnails the file size will only be around 5k.  how does Google do that? how does it convert it then display it?  is it css? JavaScript?

i wanted to do this from flash so i tried the php solution from webcheatsheet first and it worked like a charm. i modified it a bit to not give an out put and called it from my actionscript.
the js looked good too but didnt try it.
