Moving users to a new Moodle Server

How would I move users accounts, complete with password from one moodle instance to another. I have full admin access to both moodle and the mySQL backed database which is based on shared web hosting .

Copy all SQL tables with names starting with mdl_user_

Should this be copy the tables, copy the records from the table. I want to ensure that existing records remain in tact

It does not matter. You can:
delete the tables,
dump the old ones with a structure and data,

run the dump script on the new installation

or
delete all records from the tables,
dump the old ones with data only,
run the dump script on the new installation

Before you do anything, make a complete backup of both databases. Just to be able to revert.
