The other option, if you want a blue bar border, is to create a single pixel inage that is blue.
   call it blue.png

<table border="0">
  <tr>
     <td>Row 1 Cell 1</td>
     <td>Row 1 Cell 2</td>
  </tr>
  <tr>
     <td>
         <img src="blue.png" width="30" height="3">
     </td>
     <td>
         <img src="blue.png" width="30" height="3">
     </td>
  </tr>
  <tr>
     <td>Row 1 Cell 1</td>
     <td>Row 1 Cell 2</td>
  </tr>
</table>

Or you could just put this in.

<div style="border-width:4pt;border-style:solid;border-color:green;">
