I believe the spdeploymentwizard on codeplex brings over the site and content.  How can I copy just the site, look and feel (not the libraries and lists)?  Is that possible?

Not really possible. You could make a custom site definition, but that's another topic.

You 'could' try to save the site as a template and exclude the content:

Have done this in the past as well and works well.

Nice catch.  Forgot you had this option on saving site templates (thought it was only for lists).
