Please look at http://www.whasocal.org/board_committees.php. Note the space above & below the bulletted list. Here is the html.

<a href="advisory_board.php"></a>The Advisory Board</a> is a standing committee of the Board of Directors, which makes recommendations and provides
key information on matters relating to the strategic planning of the organization. Examples of matters upon which the Advisory Board consults include:<br>

<ul class="norm">
<li>Increasing membership and participation of senior-level women health executives;</li>
<li>Enhancing WHA's public profile; and</li>
<li>Enhancing members' educational opportunities.</li>
</ul>

css attached.

How can I create a <ul> class that will reduce the amount of white space above & below the bulleted list?

Try adding properties that define top and bottom margin and padding as 0 to your ul.norm selector in the css file.  Add them one at a time and see if they have any effect.

margin-top:0;
margin-bottom:0;
padding-top:0;
padding-bottom:0;

If one of them seems to be helping, set the value to .25em, .5em respectively and see if you can fine tune it to look correct.
