How can I hire a part time Indian MCSE?

I need to hire a competent part time offshore support tech guy to help with remote work for maybe 2 to 6 hours a week. What would be a good website to look at to find candidates? btw- if anyone reading this knows of anyone like that by all means respond.
On another note EE should open a new section for tech-business related questions like this.
