Outlook junk e-mail filter

Outlook 2003 Junk e-mail filter is marking messages as spam even though the message is from a domain in the safe senders list.

Check the SCL value of the message .. have a look at this kb: http://support.microsoft.com/kb/895091

How does the message come inbound to outlook?  What exchange servers are there?
