Server Permission Does It Need to Disconnect User Terminal Sessions on Windows Server 2008?

What server permission/s does/do a user need at the server level to be able to disconnect user terminal server sessions? Are Remote Desktop Users and Power Users sufficient enough? I know there's a level down than Administrators level. Please confirm. THank you!

Having Network Configuration Operators should work or possibly power users depending on your security set up.  But generally this function should only be performed by administrators.
