New color magenta cartridge showing as empty on HP cm1312nfi

I have a customer with an HP color LaserJet 1312nfi.  The printer tells her the magenta is empty.  She replaces it, and it is still showing as empty.

How do I know if there is a printer problem or a cartridge problem?  Is there electronics in the cartridge that could possibly be bad?  Anyone encountered this before?

There are electronics on each cartridge.
   Did you buy an HP branded cartridge or a generic?  HP printers look for a specific code set for recognition of cartridges.  Some generic based cartridges attempt to fool the pritner.  In doing so, they sometimes work and seomtimes do not.

   I would suggest reseating the new new cartridge.  try this a few times.
Also , Remove the magenta cartridge, then remove power form the printer and count to 30.  That should let any residual charge dissipate.  Insert the magenta cartridge and re-power the printer and see what it reports.
