ou can add it from any server but it will apply on the HUB servers

I like the msexchange.org tutorial here: http://www.msexchange.org/tutorials/Using-Transport-Rules-Creating-Disclaimers-Exchange-Server-2007.html

You can create a transport rule anywhere as they are created at the organization level.  This is then applied to servers running the Hub Transport role.

If you don't like the built-in tools and want to use a 3rd party tool for more flexibility, then I use the following software which is very good and simple to manage:
