Problem to create user in MySql

I installed MySQL-5.5.9-winx64 in Server 2008.
 I restored a database and when I try to create a User (the first), I get the following message: "Error while Storing user information. Might Have Been The user deleted. Please refresh the user list."
 Could someone help me solve this?

Restaurei um BD e quando tento criar um usuario ( o primeiro ), recebo a seguinte mensagem: "Error while storing user information. The user might have been deleted. Please refresh the user list."
Alguem poderia me ajudar a resolver isto?"

If you had the same user name before restoring the database now then it might be the case that MySQL has not cleared the user name from all internal tables.
So before creating the user try
DROP USER 'name of the user you are trying to create';

I just installed MySql. BD was the first restored and an attempt to create the first User.

 I executed the commands (see below) but keep the same error.

 DROP USER 'name of the user you are Trying to create'
 msg: Operation DROP USER failed for 'Usr_name'@'%'

 FLUSH PRIVILEGES;
 msg: Query returnet in resultset

Executei os comandos ( cf. abaixo ) mas continuo com o mesmo erro."

How do you create the user, from the command line, from phpMyAdmin or using a GUI tool like the MySQL Workbench?

There was an error reported with MySQL version 5.5.8 for the MySQL GUI tools recently here:
http://osdir.com/ml/mysql/2010-12/msg00098.html

So if you have been getting the error from a MySQL GUI tool you should try to create the user on the command line.

OK, it's a bug of the GUI tools.
 Unfortunately, I only use this tool.
 If you do not mind, could you tell me how and where to do this insertion, or appoint another tool to manage MySQL on Windows?

I downloaded and ran another GUI.
