Ehchange Queue

I have an Exchange Server 2010 that has been working just fine for over a year.
Today the mail stopped leaving the Queue and is not being delivered.
Internal email is flowing as normal.
Inbound and Outbound is getting hung.
How do I force delivery like in Exchange 2000 & 2003

Are they stuck in "Retry" status? Could you have a problem with your firewall or ISP that is keeping the messages from leaving your server. I asked since this sounds like it is all externally bound email. We have had our spam filter get hung and cause similar problems.
