Exchange user - All mail going to Junk Mail

Good day.

We have one user on our Exchange 2003 server whose incoming mail ALL goes to Junk mail in Outlook / OWA.  Even internal mail is going to Junk.

Can someone begin to help me troubleshoot this?  

It's just this one user.  I'm not exactly an Exchange guru...

Any help is appreciated.

User had created an email rule that caused all email to go to Junk Mail.
