Global Navigation and Current Navigation options grayed out in Sharepoint 2010

We are currently running SharePoint 2010 and when we go under Site Settings->Navigation on the root site the Global Navigation and Current Navigation options are grayed out. I also checked and "Office SharePoint Server Publishing" is activated. One site suggested to " try stopping and starting the "Office SharePoint Server Publishing" in the root site collection and see whether it works" I am not sure where I would do this?

Does anyone have any idea why this option is grayed out?

Its because you are on the root site.  It has no siblings or parent so these selections are not an option.

Im using the Day and Night master page and I can not see the global navigation.
Can anyone explain how to incorperate it into this master page. I went into designer and saw under the insert tab / asp.net controls / navigation,  you can add custom menues.

This wizard was akward to me and I did not understand the bindings. Is there a way to create a custom menue that works like the global navigation? I dont want to go into designer each time to add a new item to the menue.
Is there another method for getting the navigation to work for this masterpage?
