Freebusy not displaying correctly in OWA

Multiple users in our environment have created calendar events in outlook.  Users are able to see free/busy information on the calendar when using outlook, but when users pull the calendar up and try to set appointments in OWA, their free/busy information is not available.  Exchange 2003 servers in env.   I've checked the Free/Busy system folders and all appear to replicate correctly on each server.

The meeting-requests when created from OWA, are they visible\available @ Outlook?

Is this issue happening for the mailboxes located in the single store or for all the users in the exchange server?

This issue is for users on multiple servers.  There is no real pattern on which users are affected.  Meeting requests created in OWA are visible in outlook.

And here is a screenshot of his avail if you try to schedule the meeting in outlook. It has the correct avail. We have apx 20 users that we know of that are having this issue.

Don't know if this is related, but I have hundreds of error messages getting logged on one of the servers.  I've also noticed that this server doesn't receive Replication Incoming messages for the Schedule Free/busy system folder for the ou that this user is in, but it does for the others.

The only way I can get the free/busy info to display correctly is to remove the schedule free/busy system folder replica, wait and then add it again.  This will correct the information, but this only lasts for a couple days and then back to square one.
