How to access Catalog Manager in premiere elements 7

I work with Premiere Elements 7 and I am told to access the Catalog Manager, but I cannot find it.

# Make sure that Adobe Premiere Elements and the Photoshop Elements Editor are closed.
# Open the Catalog Manager.
# In the Catalog Manager, select the catalog that you want to optimize.
# Click Optimize

This question was never properly answered and it is irrelevant now due to a software upgrade. I would like to delete it.
