In the group footer section I have field that when it is very large does not display on the first page, but jumps to the 2nd page. I have have tried every combination of new page before, new page after and keep together. Can the page behavior of this filed be contorlled by a formula?

I don't know about through a formula but what do you want it to do?

When do you want a new page or do you want the field split?

There are several group togethers in play.  The section and the field

Ok, I would like the field to start and go to the end(bottom) of the current page, then finish up on the next page, preferably all by itsself. I tried dropping the field into a box and modifying the behavior of the box (but that did not get what I need). Any help appreciated.

You don't need to use the NEW PAGE AFTER or BEFORE.

You just need to ensure all KEEP TOGETHERs are off

Right click the field itself
Click FORMAT FIELD
CLick the COMMON TAB
Ensure the KEEP OBJECT TOGETHER is unchecked

Right click the section in the left margin
Click FORMAT SECTION
Ensure KEEP TOGETHER is unchecked

If this is in a group header or footer
Right click the section in the left margin
Click CHANGE GROUP
CLick the second tab
Ensure the KEEPGROUP TOGETHER is unchecked
