Remote Perfmon

How do I setup " remote perfmon" on a system I think has a program with a "MEMORY LEAK"
and then review that data so I can ID the program with memory leak or other problem?

You can just go to Start > Setting > Control Panel > Administrative Tools > Performance Monitor. If i am not wrong, you may able to connect to another PC / the PC you want to monitor by select the "Action", then key in the PC name.

Or else, take a look at this, you may need to install the software where a bit troublesome :
