Need site recommendation-Online html design

Can anyone recommend a website that will accomplish the following.
Online wysiwyg design
Ability to export designed pages to my own computer for uplink with my own FTP program.
Either free or not more than $6.00 a month
Ability to create extremely simple pages such as my personal 404 error page.

Thanks for the suggestion, but they want $58. up front for a year in advance.

Well, isn't it "...not more than $6.00 a month"?
I simply have several accounts there, and from my experience, all that you want to do, can be done.
Still, many hosting companies will provide these requirements.
