Internet Explorer 8 and Citrix

I've looked all over the forums (as much as I can anyway) and I cant seem to find the answer.
Basically we have a CITRIX server outside of our internal domain and it NOT connected to Active Directory for security reasons. The server has IE8 published on it and is used to access our internal ERP system. I have locked the browser down completely using the stanard IE functions (proxy except for local addresses) and all seems to be working fine and users access the CITRIX server from outside cannot use the web browser to also browse the internet. I have also enforced full screen mode for extra saftey.
However, when I create username and password for someone (NOT on AD) - local accounts only the users are given the standard IE8 welcome screen and I cant get the settings to be default on all new logins. The GPO settings are working fine in the sence that nobody can browse the internet but I cant find a way to present ALL users who login for the first time the ERP login home URL.
It always wants to go to the standard MS one until you customise it yourself as an end user.
I cant go to every PC and every site and set their bookmarks for them?
Does anyone know how to set the default site for internet explorer on ALL logins so when they login it shows the home URL straight away? The custom settings work PERFECTLY when using internet explorer from the local server.
