XPS Document Write not installing

I have a Windows Server 2003 Server with Terminal Services installed.  I have a problem with Quickbooks Enterprise because the Microsoft XPS Document Writer will not install.  I have tried numerous methods to reinstall this driver with no luck.  Has anyone run into this problem before.  I have been on the phone with Quickbooks support several times and they cannot figure it out.

When u say it wont install, what does it do? What errors get reported? What is recorded in the event log?

The event viewer says the the XPS installation pack completed successfully.

When I try to manually install a printer and the use the XPS port I try and navigate to the drivers location at C:\Windows\System32\spool\XPSEP I get an error message.

"The specified location does not contain a compatible software driver for your device.  If the location contains a driver, make sure it is designed to work with Windows for 32-bit systems."

I repaired Office 2007 the other night and uninstalled, reinstalled, and registered the XPS viewer software from Microsoft but still nothing.  There is no change and I can't install the XPS Document Writer.  The XPS software uninstalls and installs successfully.

I finally removed found a problem on the terminal server that was preventing registry changes.
After about 4 hours of trying every solution under the sun on Server 2003 with TS, this was my solution:
