which acids end up alkaline

lemon is acid but is said to have alkaline effect. Does it happen in the mouth or after digestion?

what other 'acids' would be supposed to have alkaline effect on the body/teeth.

It happens during digestion which actually begins slightly in the mouth with saliva, but is completed in the stomach.

Tom, all acidic food don't turn up that way, do they? what is different about lemon/vinegar? that they can do that?

It depends on what kind of acid and what other things are in the food and what happens when it's digested. It has little to do with the pH of the original food. This link explains it concisely
