Change normal behavior of MSI

I want to change normal behavior of MSI like
1. Stop MSI from auto repair when we delete any file
2. Shortcut icon generated trough MSI (user should be able to change the default icon of shortcut and pass the command line parameters to exe file)

This is possible even if you don't have the full Windows Installer developer tools used to create setup packages.  You need the program named ORCA.EXE that comes with the Windows Installer SDK tools.

It has a simple user interface that allows you to modify the database tables in the MSI file.  You have to learn the syntax used in the functions and actions.  In particuler I believe you would need to look here:
