Why are they using POP instead of Outlook Anywhere?
Are they using Outlook at all?

Generally I don't setup outlook anywhere without a certificate, but you can do it, but I don't recommend it.

Why bit setup a site to site VPN between the 2 routers? It may however be quicker to use Outlook Anywhere when your cert is in place. You can test Outlook Anywhere (and others) from here www.testexchangeconnectivity.com
