Dynamics GP dropdown in code

What is the best Tool to use to add a drop down control to a Dynamics GP form that will be populated from values in a SQL Table? I know I can use Modifier to add a drop down control on a form, but you can only load static values. Can you do this with Visual Studio Tools for Dynamics GP or Dexterity or both?

It's possible in Dexterity, or Hybrid VBA/Dex code.
