virtual box setup for window7

I need to do some testing in windows 7.  One idea that i have is to download virtual box and on my windows vista machine and then load windows7 onto the virtual pc.  Question:  do i have to purchase windows 7 operating system in order to put it onto the virtual pc?

If there are better solutions for testing/practicing in a windows 7 operating system (without purchasing a liscense) i would like to hear those.

Windows 7 enterprise 90 days trial - I guess you can even download VHD file along with ISO .
