VSS Admin Providers - missing provider to allow shadown copy for arcserve backups

I have CA Brightstor 12.5 running on a Windows 2008 Server
I am getting the following error on some of my backups when I try to perform System State Backups:


Error E12603
The shadow copy does not exist
Module:

VSS Error Messages

Reason:
An internal error has occurred that prevented the creation of a shadow copy.

Action:
Check the Activity Log and the Windows Event Log for additional information

When I run VSSAdmin list Providers on my backup server, I get the following response:
(which is good)
C:\Users\avillalba>vssadmin list providers
vssadmin 1.1 - Volume Shadow Copy Service administrative command-line tool
(C) Copyright 2001-2005 Microsoft Corp.

Provider name: 'Microsoft Software Shadow Copy provider 1.0'
   Provider type: System

When I runt this command on the server in which I'm trying backup, the MS provider - Microsoft Software Shadow Copy Provider 1.0 is NOT THERE. :-(

How do I fix this, its so frustrating.  CA does not support this.
