Microsoft Exchnage Connection Status. Is the Avg Resp in Milliseconds?

When I vew the Microsoft Exchange Connection Status and look at the Avg Resp, is the Avg Resp time in Milliseconds. I have one showing 1500 and that would not bee good.

Yes according to Microsoft the response time is recorded in Ms.

However the response time shouldn't be over 250ms
