Disclamer in Exchage 2007

i have enabled Disclaimer in Exchange 2007 but customer is complaining that it is not working for internal users. if users sending emails internally they are not able to see disclaimer text in their messages.

Note : Server is Exchange 2007

It would help if you told us how did you enable disclaimer ? if in a transport rule check the transport rule in your condition did you specify "For email going OUTSIDE my organization" ? if so remove this from the conditions and try
