I have tried everything in order to get adobe flash player to work. I have tried the following:

Adobe uninstaller
Most of the experts exchange comments have beeen tried
Went in regedit and deleted all adobe player parts
rebooted each time
Used the 32 bit and also the 64 bit version and still the same thing.
Etc.

Nothing will make the player work.  Each time it states I must have the latest version.  That I have. v 10.2.152.26

Why is it that it does not work like other software installs?

Dependent on the browser, you may have to try the adobe flash player for other web browsers. I had a similar problem with using flash player for Google Earth

It depends on what browser you are using. Are you using Firefox or another browser different to Internet Explorer?

I even tried firefox and that did not work either.

When I was using adobe version 9 it worked, but when I upgraded it did not work.  I tried to go back to version 9 and could not find the one that worked.
