Turn off HTML Content in Outlook 2003

So I have one user....yes one user....who complains about how long it takes for an email to load and delete.  It seems like the ones taking the longest are the spam emails that contain HTML content.  I'd checked the security tab in options, and he's already set up to block HTML.  Is there any other way to block this content?

Hi, IDPInc.

You could configure his Outlook to read all messages in plain text format.  This Microsoft article explains how to configure that.

Are you saying that after changing the setting that messages are still appearing in HTML format?

Yes.  It's still displaying the images.

Images cannot appear in a plain text message.  If images are appearing, then clearly the messages aren't in plain text format.  If they aren't in plain text format, then either the setting isn't in place or something is preventing it from working.
