Creating a second sharepoint 3.0 site IIS

I have my SERVER1 running WSS 3.0. I need to create a second IIS site running WSS 3.0 with the same content as the default site. I have restored a second copy of the content database. I created a second application pool via WSS central admin site. But when I try to browse to the new Sharepoint Central Admin site, it only says "Page Cannot Be Displayed". Any resolutions?

Its a bit complicated. I have 2 WSS sites. I need to move the contect database from SERVER1 to SERVER2 and remove SERVER1 all together. However, before moving the Content DB to SERVER2 (Production), he wants to to make sure we can create a second site on SERVER1 and that everything goes fine without any disruptions. If I create a second sharepoint admin site, will this have potential to cause any problems?
