Restricting message size in Exchange 2003

Currently our session size limit in the default SMTP server is 100MB.  We set this as users need to scan large documents into their email.  We currently don't have a message size set.

As a result, if a user sends a large email to a large number of users, our Exchange server grinds to a halt as we perform archiving as well.

Is there a way to set the message size from users as 10MB and the message size from scanners as 100MB?

Yes you can do this set the Organisational limit to 10MB and the scanner account limt to 100MB this takes precedence for internal mail so the scanner will be able to send 100MB internally only while users can only send 10MB
