Does OLEDB work out of msjetoledb40.dll? if not, which file?

That seems to be OLE for the Microsoft Jet database engine only.

Unsure which files actually supply the OLE functionality.

I am thinking of OLEDB that SQL Server would use.

Do a search for SQLOLEDB

That seems to the file although it might be SQLNCLI depending on your system.
