Symantec Mail Security for SMTP "no subject" filtering

I have noticed that my Symantec Mail Security for SMTP filter appliance will automatically throw out email messages sent to us that do not contain anything in the "Subject".  The messages will not be delivered locally at all, and I can track the messages, but it shows nothing in the dispositions and action taken fields.  I can not find any kind of default filter policy for Subjects in my version of Symantec that could be set to delete messages automatically with no subject, nor can I find a policy to set to allow messages with no subject to be delivered by default.  Is there something I am overlooking? Or is it possible that this version does not support this feature and I have to enforce a Subject policy to make sure everyone who sends to my domain has a subject?
