sbs 2008 ftp not working

We have a scanner that connects to our service via an ftp. I think via our local network.  Today it isn't connecting to that ftp.  Where should I look to see what's up?

thought to add this...the scanner is also a network printer. We can print to it via the local network. It is only the scanning not working this afternoon.  The scanner says it cannot connect to the ftp. The printout says 0103:[FTP] Cannot Connect.  Other details, there is a share drive that it connects to and the scanned docs show up in that share drive on the server.  When we scan, we just navigate to the "share drive" located on the server and hit send.  Apparently uses a ftp

Is the FTP service running on the SBS2008 server?  (Start-->Run-->services.msc)

can you ftp from a computer to the ip address of the server?

it is stopped. What the heck????  Why is it stopped?
