If you have made Picasa albums, then make a backup CD or DVD - see how on this link:
http://picasa.google.com/support/bin/answer.py?hl=en&answer=11068

When you do the backup this way, after you put the CD or DVD into the reformatted computer, you will get a message to "restore"
Then you can reinstall Picasa's latest version.

If you only have pictures (and no albums) to backup your files you copy the folder called My Pictures (including all images and folders that are in there). When you reformat your computer, put that folder back (or copy all the stuff inside it into the My Pictures folder.

When you use Picasa, the thumbnails should be recognized but if not, click Tools<Folder Manager.  Navigate to My Pictures and click on "Scan always", then click OK.
