User on OCS Communicator 2007 R2 can't initiate any IMs to other contacts.

We have a user who has a problem communcating with any of his contacts.  They can initiate an IM conversation but he cannot.  I have removed his OCS account and added it again but that didn't work.

ok update...user cannot search anyone in OCS Communicator like normal.  Its like it isn't seeing the GAL.

That problem was attached to cached mode in outlook.
