Unable to join distribution group

We're beginning to test membership approval for distribution groups and I've run into an issue.  I've created a new distribution group (Test Distribution Group).  I've added myself and made myself the group manager.  In the Membership Approval properties of the group I've selected "owner approval" for joining and "closed" for leaving the group.  

I selected a test user account and requested to join the group through OWA.  My account receives the initial request; which I approve.  A few seconds later I receive an Exchange generated message stating the following:

Subject:
The request to join the distribution group Test Distribution Group was not approved or rejected.

Body:
An error occurred while the request to join distribution group Test Distribution Group was being approved or rejected.

The command failed when running as user '<my user account>'. Please contact your administrator to assign the appropriate role(s) to your account in order to gain access..

What am I missing?
