There is a menu bar I am building that will go on the top of the page.  When I added another bar just below it, I noticed that instead of blocking what was underneath it, it was acting like it was transparent.  Take a look at the last two pulldowns on the right.

In your CSS where you have:

#nav li:hover ul, #nav li li:hover ul, #nav li li li:hover ul, #nav li li li li:hover ul{
display:block;
}

Add z-index attribute:

#nav li:hover ul, #nav li li:hover ul, #nav li li li:hover ul, #nav li li li li:hover ul{
display:block;
z-index:99;
}
